5Z - 5Z4FOC is a special callsign to mark the occasion of the first FOC
(First Class CW Operators' Club) East Africa Dinner during the
month of February. QSL via LoTW.
CO - Team T42T will be active from 29 February to 4 March, including an
entry in the ARRL DX SSB Contest. Participating in this joint Cuba-
USA operation will be CM2TV, CO2II, CO2KL, CO2OY, CO2XN, HI8RD,
K5TFL, VO1IDX, W2WCM, W4VKU, W9MK and WB2REM. They will be active
on 160-6 metres. QSL via Club Log's OQRS, or direct to WB2REM.
FG - Look for Gildas, F6HMQ and Michel, F6GWV to be active again as FG/
F6HMQ, FG/F6GWV and TO3Z (QSL via F6HMQ) from Guadeloupe (NA-102)
between 15 February and 17 March. There are plans to participate in
the SSB leg of the French HF Championship ("Coupe du REF", 24-25
February) and the ARRL DX SSB Contest (2-3 March).
FO - Geri, DK8KW will be active as TX0QRP from Tahiti (OC-046), French
Polynesia from 29 February to 3 March. He will operate QRP CW and
possibly also FT8. QSL via home call.
I - Special callsign IY9MM will be active on 1-31 March to memorialize
the experiments conducted by Guglielmo Marconi from the ship "Regi-
na Elena" in the port of Augusta (9 March 1914). QSL via LoTW,
eQSL, or direct to IT9MRM.
KP2 - KC1KUG, W3MLJ and WO5T will be active as NP2R from St. Thomas, Vir-
gin Islands (NA-106) from 27 February to 4 March. They will operate
CW, SSB and possibly FT8/FT4 on 160-10 metres. QSL direct to
KC3UII; QSOs will be uploaded to LoTW.
PJ7 - PJ7PF and PJ7PH are the callsigns issued on 19 February to Paul
DM2PF and Fabian DM7HB, respectively, for their holiday style
operation from Sint Maarten (NA-105). They will remain there until
28 February, with activity on 20, 15 and 10 metres.
PJ7 - Tom, AA9A will be active again as PJ7AA from Sint Maarten (NA-105)
on 2-30 March. He will operate CW, SSB, FT8 and FT4 on 40-6 metres.
QSL via Club Log's OQRS, LoTW or direct to AA9A. [TNX The Daily DX]
T8 - Hiro-san, JH6GFY will be active as T88GF from Koror (OC-009), Palau
from 27 February to 1 March. He plans to operate FT8, SSB and some
CW on 80-10 metres. QSL via LoTW, eQSL, or via home call (direct
and bureau).
TY - Gerard F5NVF, Luc F5RAV and Abdel M0NPT (7X2TT) will be active as
TY5C from Cotonou, Benin between 2 and 29 March. They will operate
CW, SSB and FT8 on various bands (6 metres included), and will also
be QRV via satellite (QO-100). QSL direct to F5RAV, or via LoTW.
UA - Look for R1MJ/p and R1BET/p to be active from Peredovik Island (EU-
117) on 23-25 February. They will operate CW, FT8 and some SSB on
40-10 metres. QSL via R1BET.
VE - Members of the Newfoundland based Grassroots Amateur Radio Club
(VO1GRC) will be active as VO1TAP from 18 February to 18 March. QSL
via LoTW and eQSL. The callsign commemorates the anniversary of the
USS "Truxtun" and USS "Pollux" naval disaster that occurred off the
coast of Newfoundland on 18 February 1942. QSL via LoTW. See

VE - Look for Mike, VE7ACN/7 to be active from Gabriola Island (NA-075)
from 29 February to 4 March. He will operate mainly CW, with some

ARGENTINE ANTARCTIC DAY ---> To celebrate Dia de la Antartida Argentina (22
February), a few amateur radio stations at LU bases under the Antarctic
Joint Command are expected to be QRV between 22 February and 10 March, sub-
ject to the availability of Antarctic operators and propagation conditions:
LU1ZA (Orcadas, South Orkneys, AN-008), LU1ZD (San Martin, Antarctica, AN-
016), LU1ZG (Belgrano II, Antarctica, AN-016), LU1ZI (Carlini, South Shet-
lands, AN-010), LU1ZR (Petrel, Antarctica, AN-013), LU1ZV (Esperanza,
Antarctica, AN-016), LU4ZS (Marambio, Antarctica, AN-013). More information

The Argentine Antarctic Day commemorates the inauguration of the Meteorolog-
ical Observatory on Laurie Island (South Orkneys) on 22 February 1904, which
later became the Orcadas Base. Argentina has maintained an uninterrupted
presence in Antarctica since then.

CY9C ---> Planning continues to go well for the DXpedition to St. Paul
Island (NA-094) [425DXN 1700], which is scheduled for 26 August-5 September.
The team (K4ZLE, K9CT, K9NW, N2IEN, N2TU, W0GJ, W0PR, W4DKS, WA4DAN and
WW2DX) will be active on 160-6 metres, including satellite and EME. The main
island is off-limits, and all operations will be from the smaller Northeast
Island. As there are no dock or landing area for a boat, the team plans to
employ two helicopters, one to be deployed before the DXpedition to trans-
port the heavier items to the island. The cost for this DXpedition is very

INTERNATIONAL WOMEN'S DAY ---> Celebrating International Women's Day (8
March) a joint French-German activity will take place between 1 and 31
March. Ten YL operators from the Association des YL de France (including REF
President Christine Carreau, F4GDI) will be active as TM88YL (QSL via the
bureau) on 1-15 March, while a large group of YL operators from Germany will
be active as DM88YLF (QSL via the bureau, or direct to DJ5YL) on 1-31 March.

UNITED KINGDOM: CHANGES TO THE AMATEUR RADIO LICENSING FRAMEWORK ---> Ofcom,
the United Kingdom's communications regulator, has made changes to UK ama-
teur radio licenses. The key changes with highest impact on the DX and con-
testing community are:
* The use of a Regional Secondary Locator (RSL) has become optional. This is
is the second letter which we use to identify the DXCC Entity (D for the
Isle of Man, I for Northern Ireland, J for Jersey, M for Scotland, U for
Guernsey, W fo Wales). For holders of an Intermediate Licence with a call-
sign starting with a 2, the use of an RSL is still mandatory. All other
licensees can choose to either continue using an RSL or drop it.
* Stations in England are allowed to use the RSL 'E' if they wish to do so.
* Licensees are allowed to add any suffix they want to their callsign, fol-
lowing the 'slash' symbol (/), so long as the station remains identifi-
able.
* Holders of full licenses can now operate 1 kW output on the primary ama-
teur radio bands (up from 400 W).
"The UK DX and contesting community envisage that most stations will contin-
ue to use their Regional Secondary Locators", John Warburton (G4IRN) says.
"However for contests where the DXCC Entity is a multiplier, it is recom-
mended that contest organisers mandate the use of a prefix that identifies
their DXCC Entity".

+ SILENT KEY + Emilio Borea, IZ1GAR (ex IK1CLP) died on 20 February from
injuries sustained in a motorcycle accident. He was 66 years old. A former
radio officer in the merchant navy and radio operator at the Italian coastal
station ICB (Genova Radio) from 1978 to 1993, he was President of ARI San-
remo and an excellent CW operator, often heard in contests.
